The Challenges Montana Faces
- From 2017 to 2027 Montana’s state budget grew more than double the rate of inflation and about five times faster than population growth.
- Regulations and soaring costs are pricing out young families, workers, elderly and locals from home ownership and attainable housing.
- Unfunded pension liabilities of $4.3 billion are a ticking fiscal time bomb.
- A broken education system is failing too many of our children.
- We need to start building a bolder, better Big Sky state for all Montanans.

Problems
Education Reform
Every child should have the freedom to attend the school that best meets their needs, regardless of income or ZIP code. AFP-MT supports a refundable tax credit program giving families direct control over their education dollars and the ability to choose public, private, or other learning options.
Regulatory Reform
Montanans deserve transparency and accountability in rulemaking. Building on HB 592, AFP-MT supports the full REINS Act, which would require legislative approval and a full economic impact statement for any regulation above a set cost threshold, ensuring costly rules get proper scrutiny before taking effect.
Pension Reform
With over $4.3 billion in unfunded pension liabilities, Montana’s current system threatens both retiree security and taxpayer stability. AFP-MT supports transitioning new hires to portable defined-contribution plans or adopting an ADEC funding model to keep pensions fully funded.
Judicial Reform
Judges should interpret the law as written, not create new rights or policies from the bench. AFP-MT supports allowing judicial candidates to declare party affiliation, which would provide voters with more information and protect candidates’ right to free association.
Tax Reform & Economic Renewal
Montana’s high, complex income tax burdens families and small businesses. AFP-MT supports moving to a low, flat rate and simplifying the code. We also back Truth in Taxation property tax reforms that increase transparency, limit spending, and require voter input on major tax hikes.
Housing Affordability & Property Rights
Montana’s housing shortage demands action. AFP-MT supports restoring land-use rights through measures like the Private Property Protection Act, easing zoning to allow more multi-unit housing, and removing local barriers that restrict supply and drive up costs.
